Try these steps

  1. List the unknowns and identify which could materially change the decision.
  2. Check the important unknowns where practical.
  3. Choose whether enough is known to proceed, or state exactly what information you still need.

An example

I do not know everyone attending, but I know the location, access arrangements, and purpose of the event.
